Must be transparent and ethical process from A to Z at pre selection stage , Bidding must comply to standards of and regulations of Bidding and final award without any one influence the process.Any government employee accept or fears his superiors and break any rules he is responsible .We must have a clean bidding process.The government must not interfere to favor one bidder over the others. If any one involved n the process and he has any conflict of interest must declare that and should not be involved in any evaluation or recommendation. The bid documents should also indicate to bidders that if they have any conflict of interests with employees their bid will be rejected. We need to ensure highest standards of bidding practices so we re assure the nation and the public that their interest is of high importance to the government.This is an advise.
